The volunteers don\u2019t represent any of the parties, but rather observe the course of the proceedings, with particular regard to the work of the court (judges and court staff) and the manner in which the rights of the parties are given effect, how the parties are treated and under what conditions they are brought before the court.<\/span><\/p>\n<p><span style=\"font-weight: 400\">We recruit and train people who are willing to observe the hearings in a consistent manner. Thanks to the development of our own IT system, we collect data from volunteers from all over Polish via the Internet. Observations are used to prepare reports and analyses, which are then made available to courts and the public.<\/p>\n\n\n\n<h3>The largest &#8222;court watch&#8221; in the world is in Poland!<\/h3>\n\n\n\n<blockquote class=\"wp-block-quote\"><p>During the Foundation\u2019s 12 years of operation, more than <strong>3,500 Volunteers<\/strong> have participated as an independent audience in more than <strong>50,000 court hearings.<\/strong><\/p><\/blockquote>\n\n\n\n<h3>The scale and reception of the Foundation\u2019s activities<\/h3>\n\n\n\n<p>The involvement of ordinary citizens in improving the functioning of the courts and fostering a respectful dialogue with judges have led to a threefold reduction in troubling incidents at courthouses throughout Poland.. More importantly, we have managed to make many judges aware that procedural justice, i.e. the way people are treated, is important for assessing the operation of the courts and legitimizing the judiciary.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote\"><p>The most enduring guarantee of the independence of the judiciary is the <strong>public trust<\/strong> built by the proper treatment of people in courtrooms.<\/p><\/blockquote>\n\n\n\n<p>As part of the Civic Monitoring of Courts, a total of over 3,500 volunteers have visited over 50,000 court hearings over the 12 years of the Foundation\u2019s activity, which is the largest collection of data on judicial practice in the world. This form of civic activity, popular in North America, gradually became known as \u2018court watch\u2019. It is on the basis of the experience of American organizations that first the Helsinki Foundation for Human Rights and then the Court Watch Poland Foundation introduced in our country a systematic observation of hearings and court infrastructure as a way to monitor the implementation of a person\u2019s procedural rights.<\/p>\n\n\n\n<p>The success of the Civic Court Monitoring program organized by the Court Watch Poland Foundation has been recognized by the <strong>Office for Democratic Institutions and Human Rights (ODIHR)<\/strong> \u2013 a body of the <strong>Organization for Security and Cooperation in Europe (OSCE)<\/strong>. Since 2012, representatives of the Foundation have regularly participated in meetings of representatives of OSCE missions and social organizations monitoring the functioning of courts in post-communist countries, in order to jointly improve monitoring methods and share experiences. ODIHR funded the translation and publication of the Foundation\u2019s methodology in English to promote it in other countries. The results of our research in Poland were presented at the World Congress of the Law &amp; Society Association and at scientific seminars at the Universities of Minneapolis, Utrecht and Oslo. In addition to ODIHR, the Foundation has experienced fruitful cooperation with organizations from the USA, Norway, Armenia and Georgia.
