These meeting have been held for 10 years in different countries that belong to the Organization for  Security and Co-operation in Europe (OSCE) in order to exchange experience, improve methodology and acquaint OSCE workers with court monitoring. For the past 3 years, non government organizations experienced in court monitoring have also been invited. Bartosz Pilitowski of Court Watch Poland Foundation shared the Foundations experience with regard to methodology of court monitoring based on a wide participation of volunteers, as well as to the educational dimension of court monitoring. The wide involvement of volunteers in citizen court monitoring in Poland proved interesting to NGOs from former Yugoslavia and Belorussia, where civil society is at an earlier stage of development.<\/p>\n\n\n\n<h3>Ministry of Justice recommends the judges to read the 2012 report by Court Watch Poland Foundation<\/h3>\n\n\n\n<p>We managed to get hold of a letter sent by a representative of the Ministry of Justice to the Head of Appellate Court in Gdansk. The letter suggests that all judges in this Appellation get acquainted with our report on Citizen Monitoring of District Courts 2010\/2011. Among others, the letter reads:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote\"><p>The character of reported dysfunctions should lead to legitimate concerns as to the culture of court work and the respecting of rules, hence it calls for a reaction on behalf of heads of those courts in charge of supervising the administrative activity of courts.<\/p><\/blockquote>\n\n\n\n<p>This is a sign of Ministry\u2019s trust and recognition of the work undertaken by hundreds of volunteers and the staff of Court Watch Poland Foundation. We are especially happy to see a detailed and thoughtful reference to the problems signaled in the report. The Ministry shared our concern about respecting the principle of access for the public in Polish courts:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote\"><p>In this regard, one has to agree with the position presented in the report that certain situations related by the observers (allowing one party, mainly the prosecutor, to stay in the courtroom while the judges is present, and all other persons are not) can be perceived as creating circumstances favoring the breaking of the principle of equality of arms, and thus have a negative influence on the way parties evaluate court justice and impartiality. Because these situations proved to be relatively common, it seems necessary to remind the judges about the impropriety of these practices and their negative perception in society.<\/p><\/blockquote>\n\n\n\n<p>We have reason to believe the same letter reached heads of all Appellate courts in Poland, and ultimately also all Polish judges.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Court Watch Poland Foundation was one of 10 non-government organizations from Central and Eastern Europe invited to participate in the annual meeting of OSCE court observers.
